I just hate the NGS directions and WHY do they have to be in all CAPS?
Corner of Bay Street North and Dike Road. In the sidewalk leading up to the seawall. When I found it, it was circled in white paint and had an arrow pointing to it.

ABOUT 0.3 MILE NORTH ALONG LOOP 197 (6TH STREET N), FROM THE POST OFFICE AT TEXAS CITY, THENCE 0.5 MILE EAST ALONG EIGHTH AVENUE NORTH, ABOUT 20 FEET SOUTH OF THE CENTER LINE OF THE AVENUE AND THE BEGINNING OF THE TEXAS CITY DIKE RD., 56 FEET EAST OF THE CENTER LINE OF BAY STREET NORTH, 2 1/2 FEET ABOVE THE LEVEL OF BAY STREET NORTH, AND 1 FOOT BELOW THE LEVEL OF TEXAS CITY DIKE RD.
