The town of Boley was established as an all-black town in 1903. Two bronze plaques mounted at the entrance to the Boley Police Department tell the town's story:

Abigail Barnett
1897 to
James Barnett, a Creek Indian freedman, was guardian of Abigail
Barnett, his daughter, who was alotted the land by the Creek
Nation. He obtained approval to sell the land (N-1/2, NE-1/4, sec.
29, T 12N, R 8E to be platted and established as a townsite.
It was first proposed to name the townsite Barnett, Indian
Territory, but there was already a Barnett, Indian Territory.
The town was established in 1903, and incorporated in 1905 as
Boley, Creek Nation, Indian Territory. Several additions were
soon made to the swelling population; among them were two
additions which carried the Barnett name.
