The Manitoba Legislative Building was designed by architect Frank Worthington Simon whose design won a contest in 1911 from among 67 submissions. Construction on the building began in 1913 but wasn’t completed until 1920. Contributing to the lengthy period of time were shortages of men and material and other delays resulting from World War I. The new building was officially dedicated on July 15, 1920, Manitoba’s 50th anniversary.

Perched way up on top of the dome is a gilded bronze statue known as the “Golden Boy.” The 17-ft. tall statue is carrying a torch and a sheaf of wheat and can be seen clearly on the stamp. For many years, this statue was the highest point in the city of Winnipeg. Believing the statue to represent Hermes, some have found allegorical allusions to various aspects of the Hermetic Code throughout the building. Special tours are offered which point out these features as well as the architect’s use of Fibonacci sequences, golden ratios and other elements of “sacred geometry.”

The pre-stamped envelope was one in a series issued in the early 1990s, showing a view of each provincial or territorial capital city in Canada.
