The City Offices building on E. Church Street was constructed in 1936 -7 as a WPA Project. Three of the window units on the west side by the drive-thru have been infilled with wood and three murals have been added.

The murals were painted in 2007 by Lance Hunter, assisted by Sylvia Nitti. The first shows a downtown Wagoner street with a uniformed drum majorette in the foreground. The second shows a picture of the Wagoner High School, and a football player (Bulldogs). The third shows a barn and a horse-drawn wagon and driver.

Lance Hunter is a well known artist who works in watercolor and oils, and has created murals in several states.
