Wayne Richards (1950-2003) was a local Councillor, and Mayor in Port Macquarie, and the Playing Fields on Koala Street are named after him.

At the northern car park and entrance to the Playing Fields are two bronze plaques, on a trapezoidal concrete block. The upper one, detailing the significance for the naming of the ovals after Wayne Richards, has the following text:

Wayne Richards

24 March 1950 - 19 August 2003

Wayne Richards was elected to Hastings Council in September 1995 and served as Mayor from September 1998. He served his community with distinction until his untimely death in August 2003. Wayne was a popular and committed Hastings Mayor and Councillor. He strove to serve his community and paved the way for many important Hastings Council initiatives ranging from environmental improvement programs to cultural and sporting infrastructure development.

He drove the campaign for the construction of a first-class sporting facility for the Hastings community, seeking support and funding from the Federal and State Governments, Hastings Council and the community. The 2005 opening of Wayne Richards Park is testimony to his vision and determination.

A secondary school English teacher, he moved to Port Macquarie with his family in 1978 to take up a position at Port Macquarie High School, He was an active member of the community, being President of the Port Macquarie Teachers Federation, President of the Hospital Action Group, and a membeer of the Mid North Coast Area Health Board. He also established unique community charities that provided financial assistance to the talented Hastings' youth.

While the lower plaque is specifically for the Opening of the Fields in 2005. The text is as follows:
