Settlement began in the Wagoner area in 1887 at the site of the Missouri-Kansas-Texas Railroad (M-K-T). Over the years, buildings were constructed and people set up home. In 1896, Wagoner became the first incorporated town in Indian Territory. The town was named for Henry "Big Foot" Wagoner, a dispatcher for the railroad.
The town had its ups and downs through the decades, and during the war years, but is thriving today with its location near Tulsa, and the sporting and recreational activities of the lakes nearby. The population in 2016 was 8,846.
The City offices are housed in a building constructed in 1936-1937 by the WPA. This is a one-story rectangular (40 x 79 ft) building constructed of rusticated and coursed native sandstone. The flat roof now has a low-pitch gabled roof, and the windows on the two sides have been covered with wood boards.
On the west side of the building, there is an added drive-thru window and the boarded windows now contain murals. The windows on the facade have been replaced with single pane casement units. A glass-walled entry vestibule has been added at the front entrance.
Wagoner is governed under a statutory aldermanic form of government. There is a mayor and eight City Councilmen who meet the first Monday of each month at 7:00 in this building. They serve four year terms, as do the City Clerk, City Treasurer and Chief of Police. This building also houses the Municipal court.
