On the grounds of the Wagoner County Courthouse, this monument pays honor to U.S. Rep. Sam Powell.

At the front of the Wagoner County Courthouse stands a block pedestal with the cornerstone of the first county courthouse. On the reverse side of the cornerstone inscription is the name SAM POWELL. Powell was a U.S. Representative for Indian Territory and in 1897 was influential in having a U.S. Court established in Wagoner.

The monument shows his name and the date of the first courthouse - June 7, 1897. Beneath this is the inscription:

Our own Sam Powell got us
U.S. Court by Act of Confgress
June 7 A.D. 1897
