He was born on February 20, 1854 in Newark, NJ and died on June 2, 1934 in Manhattan, NY. He rose to the rank of Major General in the U.S. Army. His Medal of Honor information and citation is: PARKER, JAMES

• Date of issue: 8 March 1902
Citation: While in command of a small garrison repulsed a savage night attack by overwhelming numbers of the enemy, fighting at close quarters in the dark for several hours.
