"Ouvrages en bronze fixés sur du marbre gris des Pyrénées, ces deux fontaines sont érigées en souvenir d'un passé fondateur de la ville.
L'une porte le buste de Reffye, le militaire, l'autre un mascaron, c'est-à-dire une figurine mythologique qui crache un petit jet dans un bassin constitué de galets. Auguste Verchère de Reffye, Directeur de l'Atelier d'Artillerie de l'Empereur Napoléon III, permit à Tarbes de se voir dotée de l'Arsenal délocalisé en raison de la tournure tragique de la Guerre de 1870. Depuis le réaménagement du cours en 2004, deux fontaines conçues par les architectes Pagnou et Durancet s'appuient sur l'histoire des lieux et rappellent la présence de l'eau dans le quartier."
