The plaque is attached to a three tiered concrete base, topped with a large planter.
Unfortunately, I could not find much information on either:
Hattie Greer Ball was born October 25, 1890, and died July 20, 1965. She is buried in the nearby Oakwood Cemetery.
Rice M. Tilley, Sr., was born August 28, 1899 in Huntsville, a graduate of Sam Houston State Teachers College, 1919. He died April 13, 1990.
