I believe, that this Margaret was the wife of The Hon. Ian McCahon SINCLAIR, B.A.,LL.B (1929 - ), who was a grazier at Bendemeer, before entering politics. They married on 11 February, 1957, but she pre-deceased him in 1967, while having had two daughters, and a son. (

The plaque, on the granite boulder reads:
"In Loving Memory of
MARGARET SINCLAIR
Former peel Division Commissioner
and Pioneer of Guiding in Bendemeer."
Above which is a reflective sign, with the logo of the Girl Guides association. There are half a dozen granite boulders, which have individual Memorial Plaques, for locals, that have died for their country; and this one is for Margaret Sinclair.
