This box is at the corner of Highway 3B and The turnoff to Highway Drive, at the Husky Station. It was likely decorated in the fall of 2017, as we first noticed it through the winter of 2017-18.
The theme of this utility box is something one would expect to see in the Okanagan, where there are zillions of wineries, not in the boundary country. However, there are a few wineries in this area, the nearest being
Columbia Gardens Vineyard and WInery, just a few miles south, near the airport. We don't know of anyone in the vicinity who grows grapes commercially, though.
