At the point where Esplanade Avenue turns west to become Helena Street is a small park bordering the Columbia River. At its north end is a large flower bed which, in the spring, is filled with tulips and daffodils. This utility box is on the west end of the flower bed, meaning that when the tulips are in bloom later this spring the box should fade into invisibility.
