The plaque says, "1882 President Fillmore set aside the souther portion of Point Loma (about 1400 acres) for military purposes. It was designed to the Army and named Fort Roscrans, after General Rosecrans. In 1959 this was turned over to the U.S. Navy and the Navy submarine support facility was established in November 1963 on 280 acres. Throughout the next 40 years, the center remained part of the military effort as late as the 1990s. In 1993 that federal base realignment and closure commission closed this on April 230, 1997 and all military operations ceased. A far-sighted vision for a community center here will anchor revitalization of the North Bay region, supporting education, training, research, and development."
