The Phillips and Trosper buildings, constructed in 1884, are adjoining, almost identical, two-story limestone High Victorian Italianate commercial buildings with decorative pressed tin cornice and plaster detailing.

The Phillips and Trosper Buildings are two story limestone and stucco with a metal cornice a the top of the facade. There is a star at the top of each arched opening of the lower level. The buildings were extensively renovated and restored during the 1980s Main Street Program.

The simple, rectangular buildings are constructed of local limestone with load bearing walls 18 inches thick. Italianate front facades are highly decorated. Each building front has four regularly spaced openings, paired doors with arched two light transom windows at the first floor and two-over-two, double-hung windows at the second floor. The plaster finish is scored to resemble large stone blocks for the body of the building, and smooth plaster pilasters frame each first floor opening and supporting the smooth plaster hoods above each arched transom. The smooth plaster hoods also repeat above the segmentally arched windows of the second floor.
