[DE] "Bürgerbegehren gegen Mayens Bierhaus-Pläne: Gastronomie im historischen Rathaus?
Soll das Alte Rathaus in Mayen zum Bierhaus werden? Diese Frage möchte der Aktionskreis Altes Rathaus zum Gegenstand eines Bürgerbegehrens machen. Die Vorbereitungen haben begonnen, eine erste Unterschriftensammlung für das Bürgerbegehren ist für Samstag, 27. Januar, geplant.
Zum Aktionskreis gehören mehrere Mayener, die sich gegen die geplante gastronomische Nutzung des Alten Rathauses engagieren. In einem Schreiben an die Fraktionsvorsitzenden im Mayener Stadtrat erläutern die Aktivisten: „Wir vertreten die Meinung, dass die geplante Umwandlung des Alten Rathauses in ein Bierhaus aus einer Reihe von Gründen nicht geboten ist.“
Mit ihrem Bürgerbegehren möchten sie nun zum einen „erkunden, welchen Rückhalt es für diese Meinung in der Mayener Bevölkerung gibt“. Zum anderen ist ein Bürgerbegehren aber auch die Vorstufe eines Bürgerentscheids, mit dem eine verbindliche Entscheidung über die gastronomischen Nutzung des Alten Rathauses getroffen werden könnte, die einem Beschluss des Stadtrats gleichkommt.
Der Mayener Stadtrat wird sich in seiner nächsten Sitzung am 27. März wieder mit dem Thema beschäftigen. Bis dahin laufen die Verhandlungen zwischen der Stadtverwaltung und dem potenziellen Investor, der M&R Gastro GmbH aus Bitburg.
Diese Verhandlungen sieht der Aktionskreis Altes Rathaus kritisch. Dabei bezieht er sich auf ein Angebotsschreiben von M&R Gastro an die Stadt, das dem Aktionskreis vorliegt. Darin stellt M&R Gastro seinen Standpunkt zu allgemeinen und besonderen Vertragsinhalten über die Anmietung des Alten Rathauses dar.
Einige dieser Vertragsinhalte seien auf keinen Fall zu akzeptieren, betont der Aktionskreis Altes Rathaus. Als Kritikpunkte nennt er unter anderem die Höhe der angebotenen Pachtsumme und mögliche Einschränkungen für die Stadt bei der Nutzung der 1. Etage des Alten Rathauses. Auch dass M&R Gastro offenbar weder Parkplätze für die Besucher des Bierhauses ausweisen noch eine Behindertentoilette einrichten möchte, sieht der Aktionskreis kritisch. Hinzu kommt, dass in dem Angebotsschreiben auch vom Verzicht auf eine Rückbauklausel die Rede ist. Der Aktionskreis fürchtet daher, dass bauliche Veränderungen am Alten Rathaus nicht rückgängig gemacht werden, sollte das Pachtverhältnis irgendwann einmal enden.
Welche dieser Kritikpunkte noch aktuell sind, lässt sich nicht mit Sicherheit sagen. Auf Anfrage unserer Zeitung weist Mayens Oberbürgermeister Wolfgang Treis auf die laufenden „notwendigen Verhandlungen mit den potenziellen Betreibern“ hin. „Die vom Aktionskreis angesprochenen Punkte stellen eine Verhandlungsgrundlage dar“ und seien somit noch nicht kritikwürdig. „Hinsichtlich der Themen Stellplätze und Behindertentoilette werden von der Baugenehmigungsbehörde die gleichen Maßstäbe angesetzt wie bei jedem anderen Gewerbetreibenden in Mayen“, betont Treis in einer Stellungnahme, die am späten Mittwochnachmittag verschickt wurde.
Minuten später legte die Stadtverwaltung mit einer Pressemitteilung nach. Darin heißt es: „Auch wenn die Verhandlungen noch laufen, sind einige Punkte für beiden Seiten bereits fix: Es wird keinerlei Veränderungen an der Außenfassade des Alten Rathauses geben, und auch im Inneren werden nur geringe Umbauten für die Einrichtung der Bistroküche vonnöten sein, die selbstverständlich alle mit dem Denkmalschutz des historischen Gebäudes in Einklang gebracht werden.“ Die notwendigen Investitionen übernehme M&R Gastro, der Stadt entstünden diesbezüglich keine Kosten. Auch die Repräsentationsräume im Obergeschosswerden würden der Stadt „weiterhin vollumfänglich zur Verfügung“ stehen.
Über den aktuellen Stand der Verhandlungen wollten sich am vergangenen Montag auch Vertreter des Aktionskreises informieren, die dazu einen Gesprächstermin bei OB Treis vereinbart hatten. In seinem Schreiben an die Fraktionsvorsitzenden berichtet der Aktionskreis: „Für uns sollte das Gespräch in erster Linie dazu dienen, Aufklärung zum Stand und zum Inhalt des Vorhabens ,Bierhaus‘ zu erhalten.“ Der Aktionskreis habe „einigen Informationsbedarf, damit die wiederholt eingeforderte Diskussion unsererseits auch weiterhin sachlich geführt werden kann“. Der Oberbürgermeister habe den Mitgliedern des Aktionskreises jedoch unter unter Hinweis auf die Verschwiegenheitspflicht keine wesentlichen Informationen zum Stand des Projektes gegeben.
Das bestätigt OB Treis. In einem meist sachlichen Gespräch konnten „verschiedene Fragen der Vertreter des Aktionskreises zu Vertragsinhalten nicht beantwortet werden“, da sie nicht endverhandelt seien, teilt Treis mit."

Should the Old Town Hall in Mayen become a beer house? The action group of the old town hall wants to make this question the subject of a citizens' petition. Preparations have begun, and an initial collection of signatures for the citizens' petition is planned for Saturday, 27 January.
The action circle includes several Mayen citizens who are committed to the planned gastronomic use of the Old Town Hall. In a letter to the faction leaders in Mayen's city council, the activists explain:"We are of the opinion that the planned conversion of the old town hall into a beer house is not necessary for a number of reasons".
With their citizens' petition, they now want to "explore what support there is for this opinion in the Mayen population". On the other hand, however, a citizens' petition is also the preliminary stage of a citizens' decision, with which a binding decision on the gastronomic use of the Old Town Hall could be made, which is equivalent to a decision of the City Council.
The Mayen City Council will revisit the issue at its next meeting on 27 March. Until then, negotiations between the municipality and the potential investor, M&R Gastro GmbH from Bitburg, will continue.
The Action Group of the Old Town Hall takes a critical view of these negotiations. It refers to a letter of offer from M&R Gastro to the city, which is available to the action group. In this letter, M&R Gastro presents its position on general and specific contractual contents concerning the lease of the Old Town Hall.
Some of these contents of the contract cannot be accepted under any circumstances, emphasizes the Aktionskreis Altes Rathaus. Among other things, he cites as points of criticism the amount of rent offered and possible restrictions for the city when using the first floor of the Old Town Hall. The action group is also critical of the fact that M&R Gastro apparently does not want to provide parking spaces for the visitors of the beer house, nor does it want to set up a toilet for the disabled. In addition, the letter of offer also mentions the renunciation of a dismantling clause. The action circle therefore fears that structural changes at the old town hall will not be reversed if the lease relationship ends at some point.
It is not possible to say for sure which of these criticisms are still relevant. At the request of our newspaper, Mayen's mayor Wolfgang Treis points out the ongoing "necessary negotiations with potential operators". The points raised by the Group of Action constitute a basis for negotiation and are therefore not yet worthy of criticism. With regard to the themes of parking spaces and disabled toilets, the building permit authority sets the same standards as for any other trader in Mayen,"stresses Treis in a statement sent out late Wednesday afternoon.
Minutes later, the city council issued a press release. It states:"Even though the negotiations are still under way, some points have already been fixed for both sides: there will be no changes to the exterior façade of the Old Town Hall, and even inside, there will be only minor modifications required to furnish the bistro kitchen, which, of course, will all be brought into line with the preservation of the historic building.". M&R Gastro takes over the necessary investments, the city would not incur any costs in this respect. The representative rooms on the upper floor would also remain "fully available" to the city.
Representatives of the action group who had arranged a meeting with OB Treis to discuss the current status of the negotiations last Monday also wanted to inform themselves about the current status of the negotiations. In his letter to the political group chairmen, the action group reported:"For us, the discussion should primarily serve to clarify the status and content of the' Bierhaus' project. The action circle has "some need for information, so that the repeatedly requested discussion can continue to be conducted objectively". However, the mayor did not provide the members of the action group with any essential information on the status of the project, with reference to the obligation to maintain confidentiality.
This confirms OB Treis. In a mostly factual discussion "various questions from the representatives of the action group on contract contents could not be answered", as they were not final negotiations, Treis said."
