Louis-Joseph Ernest Deproge was born on August 15 , 1850 at Fort-de-France, Martinique. He received his primary education in Fort-de-France and then studied at the Lycée de Rouen in France. His studies were interrupted to fight in the Franco-German War of 1870. After the war he returned to his studies and obtained a law degree.
Deproge returned to Martinique where he became an advocate for full inclusion into France with the same rights and duties. In 1882 he became a member of the French Parliament and the Chamber of Deputies representing Martinique where he served until 1898 when he left politics to become the director of the Banque de la Réunion. He died on December 15, 1921 in France at the age of 71 years.
