'RTA' stands for Roads and Transport Authority (NSW), which superseded the DMR - Department of Main Roads (NSW), but, it has already been superseded by the 'RMS' or Roads and Maritime Services (NSW). The cast bronze plaque has the simple text of:

This cast bronze plaque is embedded in a rectangular concrete block, on the northern end of this bridge, on the western side of O'Connell Street. Behind it are some steps that lead down to the river. There is a pedestrian path on both sides of this bitumen covered, concrete deck bridge.
