The aim of the Lao-Vietnam Association is to maintain a social bond between the two countries. Thus, in pursuit of this goal, this building houses social activities and the occasional formal political event.
Over the decades the relationship between the two countries has been complex, however, this Association and its building demonstrate a willingness to strive for peace at the local level.
There are two, white doves, each on a globe atop the building, facing inwards. The doves are easily visible to street passerby's. Both the two globes and doves appear to be made of concrete.
