This is a new (2017) library constructed by the Bangkok city government. It is located near Khao San Road (backpacker HQ for south-east Asia). The library covers a total area of five thousand square metres in three floors. The material covers the full range of human knowledge. There is access for disabled readers, a children's section, magazine reading area, computers for public use, and an exhibition of the life of the late King of Thailand Rama 9.

Foreigners must register to use the facilities. It is an oasis of quiet and cool as compared to the noisy life outside.
