This is the fifth permanent courthouse built for Navarro County. Built of red Texas granite and gray brick, it is three stories above a raised basement with a prominent central tower, and is an excellent example of Beaux-Arts architecture.

Sited on a sloping tree-covered square, the courthouse's most dominant external feature is the open clock tower, which housed only a bell until a clock was added in 1923.
This 1905 Navarro County Courthouse is a well-designed regional example of Beaux Arts public architecture. The courthouse was designed by James E. Flanders of Dallas. Flanders was a significant architect of the period, having designed a dozen Texas courthouses, including those in Shackelford, Nolan, and Dallas counties.
