The land which is currently Woodward County was originally on the route of a military road, used for frontier defense. In the 1870s and 1880s, it was the site of cattle trails where thousands and thousands of cattle were driven from Texas to Kansas. The town of Woodward was established where the military road and the cattle trails crossed. Settlement by white settlers was opened up with the Cherokee Outlet Run in 1893. This area became County "N", and later "Woodward County". With statehood in 1907, the final boundaries of the county were set. The County currently has a population of 20,100.

The Woodward County Court House was constructed in 1936-1937 under the employment assistance program, the Federal Emergency Administration of Public Works (FEAPW), established in June 1933. It was renamed PWA and placed under Federal Works Agency in July 1939. The PWA was abolished in 1943.

The courthouse is occupied by the county courts, and other county offices such as the election board, treasurer's office and office of the county assessor. The County sheriff also offices here.

This is a two-story masonry-faced building which faces South on Main Street in Woodward. It is still used as a center of Woodward County operations. The facade has nine bays, with the outer ones slightly projected. The pilasters between each bay are fluted. Each bay has a double set of windows on each level, which are three-pane fixed units. In each bay, between and first and second floors are cast stone friezes with floral designs. A narrow row of cast stone embellishment is located at the roof line, with small raised accents above bays 2-8. Above the second floor windows is a wide frieze reading WOODWARD COUNTY COURT HOUSE.

The court house has been added onto, to the north. At the southeast corner of the original building are three black granite cornerstones which read:
