This plaque is located along Central Avenue near the Pancake Shop, 216 Central Ave. It reads as follows:

"Early in 1862 Governor Henry Rector feared that federal troops were planning an attempt to seize Little Rock and decided to move the capitol of the state to Hot Springs. The movement of the government to Hot Springs was the highlight of the city’s role in the Civil War.
