This memorial is a combined Veterans and Firefighters Memorial and was placed by the Penn Borough Fire Department and dedicated on November 11, 1992. According to Wikipedia, (visit link) "Penn is a borough in Westmoreland County, Pennsylvania, United States. The population was 460 at the 2000 census. The borough was named for Pennsylvania founder William Penn."
