The Cow Creek Public Use Area is provided by the National Forest Service, which is under the administration of the United States Department of Agriculture. There are no picnicking or bathroom facilities at this site. There is only a dock, a boat ramp, and a parking area with spots long enough for your whole rig.
It is not well advertised on road signs, but it is listed on topographic and road maps. There is a small fee for the day use, but it is covered if you have the US Fee Card (the old Golden Eagle in my young days), which covers US Department of Interior sites AND US Department of Agriculture sites.
