This in an obsolete outdoor warning siren in Peoria, AZ.

According to a post dated May 27, 2009 in the The Siren Board forums, this is a "Federal STH-10 siren". "... We [City of Phoenix] no longer use those sirens which were owned and maintained by the Maricopa County Department of Emergency Management. MCDEM began removing those sirens about three years ago in a very slow process."
The siren is still here in 2017.
Does anyone remember hearing it being tested?
