At the beginning of the 80's, the cantonal social center of Ménigoute, located in the small town of Forges, was already concerned to find a unifying theme. The environment was one of the concerns of the actors of the territory very attached to their grove of "Gâtine Poitevine" ... It is in this perspective that was organized the 1st Quinzaine of the Nature, in February 1982. From the first event, the exhibitions, conferences and screenings of animal films, were a great success.


During the 2nd Quinzaine de la Nature, the massive participation of schools led the head of the Social Center to suggest the creation of a Permanent Center for Environmental Initiatives (CPIE). The regional press echoes this project, a study is quickly launched to study the implementation of C.P.I.E. (Three sites are presented: Saint Martin du Fouilloux, Vausseroux, Coutières). Trips are organized to visit PEI and meet their leaders, France at the time had about 20 C.P.I.E; classes of discoveries and training are set up to experiment and prefigure the activities that could be developed by the CPIE. The conclusions of the study lead the office of the Social Center to decide for implantation in the town of Coutières. But the presence of several projects in the department blocks all these decisions concerning the possibility of financing by local authorities. Confronted with this situation, Hubert Dauté, Mayor of Coutières proposes the purchase by his commune, of buildings for the reception of C.P.I.E. by a public loan in the form of bonds. The operation, a success, leads the State, the Region and the Department to support the project.

In December 1984, the team of the Social Center proposed the creation of an Association for the Promotion of the Environment Menigoutais (EMPA), whose objective would be to manage and animate the C.P.I.E. Doubts expressed about the attractiveness of the Gâtine (no site, no spectacular environment ...) have contributed to the creation of an event in the extension of the Quinzaines de la Nature: an International Ornithological Film Festival.



Tool for the promotion of the Animal Film, but at the same time, factor of valorization of the territory and its C.P.I.E.

In the autumn of 1985, the first International Year of Youth Festival was held and inaugurated by Alain Calmat, Minister of Youth and Sports. The result is astonishing: the local public is present, as is the naturalist public. from all regions. Many French and foreign directors are present at Ménigoute. The festival attracts several thousand people.


In March 1988, it was the opening of the Permanent Center of Initiation to the Environment of Coutières. He obtained his C.P.I.E. in the fall of the same year and takes the name of C.P.I.E. from Pays de Gâtine Poitevine.


In June 1989, FIFO Distribution was born. Solicited by many organizations and by individuals wishing to buy the films presented at the Festival, also aware of the problems encountered by the directors for the dissemination of their products, the directors of the International Ornithological Film Festival propose the creation of FIFO Distribution. The aim is to ensure not only the distribution of existing films but also the production of nature and environmental films.

In December 1992, to facilitate the management and organization of the Festival, an association was created: M.A.I.N.A.T.E.E. : Ménigoute International Animation Nature and Environment
The last born of this adventure is the Francophone Institute of Training in Animal Cinema of Menigoute (IFFCAM) ??in 2003. In partnership with the General Council of Deux-Sèvres and the University of Poitiers, it offers unique training courses in Europe dedicated to the production of wildlife documentary films of nature and environment.

Ménigoute, l'histoire d'un rendez-vous tout naturel...



Au tout début des années 80, le Centre social cantonal de Ménigoute, situé sur la petite commune des Forges, avait déjà le souci de trouver un thème rassembleur. L’environnement constituait l’une des préoccupations des acteurs du territoire très attachés à leur bocage de « Gâtine Poitevine » ... C'est dans cette perspective qu'a été organisée la 1ère Quinzaine de la Nature, en février 1982. Dès la première manifestation, les expositions, conférences et projections de films animaliers, ont rencontré un vif succès.


Lors de la 2ème Quinzaine de la Nature, la participation massive des écoles amène le responsable du Centre Social à suggérer la création d'un Centre Permanent d'initiatives pour l’Environnement (CPIE). La presse régionale se fait l’écho de ce projet, une étude est rapidement engagée afin d’étudier l’implantation du C.P.I.E. (trois sites sont présentés : Saint Martin du Fouilloux, Vausseroux, Coutières). Des déplacements sont organisés pour visiter des C.P.I.E et rencontrer leurs dirigeants, la France comptait à l’époque une vingtaine de C.P.I.E ; des classes de découvertes et des formations sont mises en place pour expérimenter et préfigurer les activités qui pourraient être développées par le CPIE. Les conclusions de l’étude conduisent le bureau du Centre Social à se prononcer pour l'implantation sur la commune de Coutières. Mais la présence de plusieurs projets dans le département bloque toutes ces décisions concernant la possibilité de financement par des collectivités locales. Confronté à cette situation, Hubert Dauté, Maire de Coutières propose l’achat par sa commune, de bâtiments pour l'accueil du C.P.I.E. par un emprunt public sous forme d'obligations. L'opération, une réussite, amène l'Etat, la Région et le Département à soutenir le projet.

En décembre 1984, l’équipe du Centre Social propose la création d'une Association pour la Promotion de l'Environnement Ménigoutais (APEM), dont l'objectif serait de gérer et d'animer le C.P.I.E. Des doutes exprimés quant à l’attractivité de la Gâtine (pas de site, pas de milieu spectaculaires…) ont contribué a la création d’un évènement dans le prolongement des Quinzaines de la Nature : un Festival International du Film Ornithologique.

En automne 1985, s’est tenu le premier Festival labellisé « année internationale de la jeunesse » et inauguré par Alain Calmat, Ministre de la Jeunesse et des Sports.Le résultat est étonnant : le public local est présent, de même que le public naturaliste de toutes les régions. De nombreux réalisateurs français et étrangers sont présents à Ménigoute. Le Festival attire plusieurs milliers de personnes.


En mars 1988, c'est l'ouverture du Centre Permanent d'Initiation à l'Environnement de Coutières. II obtient son label de C.P.I.E. à l'automne de la même année et prend l'appellation de C.P.I.E. de Pays de Gâtine Poitevine.


En juin 1989, c'est la société FIFO Distribution qui voit le jour. Sollicités par de nombreux organismes et par des particuliers désireux de se procurer les films présentés au Festival, par ailleurs conscients des problèmes rencontrés par les réalisateurs pour la diffusion de leurs produits, les responsables du Festival International du Film Ornithologique proposent la création de FIFO Distribution. L’objectif est d'assurer non seulement la diffusion de films existants mais également la production de films de nature et d'environnement.

En décembre 1992, pour faciliter la gestion et l'organisation du Festival, une association est créée : M.A.I.N.A.T.E. : Ménigoute Animation Internationale Nature et Environnement
Le dernier né de cette aventure est l'Institut Francophone de Formation au Cinéma Animalier de Ménigoute (IFFCAM) en 2003. En partenariat avec le Conseil Général des Deux-Sèvres et l'Université de Poitiers, il propose des formations uniques en Europe dédiées à la réalisation de films documentaires animaliers de nature et d’environnement.
