According to Wikipedia (
Link), the Adopt-a-Highway program originated in the 1980s by an engineer with the Texas Department of Transportation. In 1985, the Tyler Civitan Club was the first group to sponsor a two mile stretch of highway along US Highway 69 between Loop 323 and Interstate 20 north of Tyler. Since its inception, the program has grown to 49 states plus Puerto Rico, New Zealand, Canada, Australia and Japan.
