Each cross-section of Hafnarsaga is the topographic nature of the harbor at a different date in history. So you can easily see when new decks and landings where added and/or extended.

From mbl.is' article:

"At the marina around Easter "Hafnarsaga" on Hafnarbakki (English: harbor): The City of Reykjavik has bought and installed the artwork "Hafnarsaga" for the Miðbakki (harbor exibition area). The work is by artist Guðrún Øyahals and shows the topography of the harbor area from six different periods. The work was carried out following a project in which the Icelandic Chamber of Painting and Crafts School participated." (visit link)
