The Carter County Courthouse is a beautiful building, constructed in 1910. The north entrance has double doors and a transom, surrounded by pink granite.

Above this north entrance is a block that is inscribed: "The safety of the state is the highest law - Justinian".

Justinian (482 - 565) was a Byzantine (Eastern Roman) Emperor. He was the author of a Digest of Roman Law, a legal code which influenced medieval law for generations. To read some of his other quotations (visit link)
