Le bâtiment actuel est un ancien couvent de l'Ordre des récollets frères mineurs datant du xviie siècle. Il fut en partie détruit lors de l'incendie du 28 juin 1944, pendant le bombardement de la ville. Sa restauration ne s'acheva qu'en 1962
Le parc de l'hôtel de ville était à l'origine le simple jardin du couvent des Récollets. Il s'étendait sur 79 ares. Durant la Révolution, le jardin fut quelque peu laissé à l'abandon par la municipalité dont il n'était pas la priorité, une partie fut même convertie en parc à boulets jusque dans les années 1830.
La création du parc en tant que tel remonte à 1843, lorsque la ville décida « l'établissement d'une promenade dans la jardin de l'hôtel de ville ».
S'il est partiellement aménagé en 1878 par Gabriel Arbeaumont, grâce notamment à l'achat de bancs, ce n'est qu'en 1897, à la suite de la destruction des remparts, que la ville décide de l'agrandir.
Le jardin s'étend encore par la suite, après la démolition enclavés en son sein : un en 1930 et la bourse du travail en 1944, lors du bombardement de Vitry-le-François. La reconstruction de l'hôtel de ville permit au parc de connaître un nouvel agencement avec la création de deux bassins et d'un théâtre de verdure au niveau de la façade de l'ancien collège des garçons.

The present building is a former convent of the Order of the Minor Recollets brothers of the seventeenth century. It was partly destroyed during the fire of June 28, 1944, during the bombing of the city. Its restoration was completed only in 1962
The park of the City Hall was originally the simple garden of the Récollets convent. It stretched over 79 ares. During the Revolution, the garden was somewhat abandoned by the municipality of which it was not a priority, part was even converted into a ball park until the 1830s.
The creation of the park itself dates back to 1843, when the city decided to "set up a walk in the garden of the town hall".
Although it was partially laid out in 1878 by Gabriel Arbeaumont, thanks to the purchase of benches, it was not until 1897, after the destruction of the ramparts, that the city decided to enlarge it.
The garden still extends thereafter, after the demolition enclosed within it: one in 1930 and the labor exchange in 1944, during the bombing of Vitry-le-François. The reconstruction of the town hall allowed the park to find a new layout with the creation of two pools and a green theater on the façade of the former boys' college.
