Jock Copland was the Pipe Major of the Essex Scottish Pipe Band. P/M Copland who served with the 241st Canadian Scottish Borderers and the Essex Fusiliers, led the Pipe Band from 1927 until 1958, including the Second World War. All members of the band had volunteered for active duty on mobilization of the Regiment in 1940.

As such, they were trained infantryman and carried out all duties of a soldier in addition to musical duties.

The Essex Scottish were part of the 2nd Canadian Division, and were tasked with the raid on Dieppe in 1942. The raid was a disaster, with most of the force killed or taken prisoner. Of the 500 Essex Scottish who took part, only 51 made it back to England, the second highest casualty rate of any Regiment (the Royal Regiment of Canada had higher fatalities)
The Pipes and Drums were wiped out during the action. However P/M Copland survived the War, and carried out his duties until retirement in 1958.

For his long-serving efforts he was made a Member of The British Empire.

The Memorial was dedicated in 1967.
