The soldier wears a military uniform with a bed roll strapped over his right shoulder and tied at his left hip, a belt with a rectangular CSA buckle, an angular bayonet, a canteen, a cartridge box, what appears to be an Austrian three-band muzzle-loading musket, a slouch hat, a sack coat, military-cut trousers, and square-toed brogans. He holds the rifle at the ready position. The butt of the rifle rests on a tree stump which is behind his right leg. His right leg is slightly bent and forward.
At the base of the shaft is a female figure of Liberty with a Grecian gown draped over her right shoulder; her left shoulder is bare. She wears a laurel wreath in her long hair which is pulled back behind her ears. She faces west and appears to be writing the dedication with her right hand which is raised to shoulder height and holds a scribe. Her left arm is at her side and she holds a slightly unrolled scroll.
