A two-storey brick Victorian Filigree style house built in 1885 has a cellar and a central tower of four storeys featuring a widows walk is flanked by two gables with decorated wooden vents. The main entrance is below the tower,the verandahs are supported by hollow cast iron posts and are decorated with cast iron lace.
The site on the banks of the Swan River was originally taken up by Western Australia's first Governor, Captain James Stirling. By 1831, he had built a cottage there, a retreat from Government House. The property was purchased in 1883 by Charles Harper,who built the current house.
