Found in the sidewalk along East Main Street in downtown Eagle Lake.

This blue and white mosaic on is located between 123 and 125 E. Main.
121 and 123 E. Main was The Frank Stephens Company. An internet search showed an 1928 edition of the Eagle Lake Headlight (local paper) with a hit on the word "M. Steinweis" and shirts for $1.50. Stephens Co. was a merchantile, so it is very possible that this was an advertisement for mens shirts.
Since I didn't want to pay $6.95 for a "FREE" 7-day trial to a newspaper archive site, this is my explanation for this mosaic - if anyone has other information please add it.
