He was appointed Auxiliary Bishop of Erie in 1917 and was named the fifth Bishop of Erie by Pope Benedict XV in 1920. He was given the personal title of Archbishop by Pope Pius XII in 1953. His motto, as seen on his coat of arms, was "Ut Diligatis Invicem," which translates as "That you love one another."
