This clock is located on the campus of NOC, just east of the NOC Drive circle and between the Memorial Student Union and the Hellmann Gazebo. There is a four-sided brick pillar approximately 20 feet tall. It is mounted at the center of a 12 ft. diameter circular garden with a two ft. high brick wall.
The tower has a masonry base, with a masonry band beneath the clock faces showing the year 2001 - one hundred years after the College's founding in 1901. There are four clock faces about 3 ft. in diameter with Roman numerals. On the sides of the tower are four masonry blocks depicting a flame.
