This is a simple metal pipe tower, to the side of the front of the Wingham Catholic Church, opposite Central Park.

While the Catholic Church is well-presented in a red-brick Gothic style, this Bell Tower has been made of 6", or 150 mm water pipe, painted brown many years ago. The single bell hangs on its swiveling mount below a 4" (100 mm) square metal brace.
From a zoomed photo, I will try to transcribe the writing on the bell:
