A life size metal bust of Admiral Lino de Clemente y Palacios rests on a 6' high square limestone base. Admiral Lino de Clemente is depicted from the waist up in the ceremonial dress uniform of an admiral. He is wearing a jacket decorated with a medal o his left side, a high collar, and epaulets. He is clean shaven and his hair is arranged in a pompadour. He is looking straight ahead.

Lino Antonio Ramón de Jesus de Clemente y Palacios was born into a military family on September 23, 1767 in Petare, Miranda State of Venezuela. His father was Colonel Manuel Felipe de Clemente.

Lino de Clemente was educated in Spain and served as an assistant to the Commander-in-Chief in the Spanish Navy between 1786 and 1798. He was in charge of evaluating the nautical schools of the Kingdom of Spain between 1791 and 1793. He became a frigate lieutenant during the blockade of the advance of the English between Puercas and Diamond. When Venezuela was emancipated from Spain he began the task of structuring and consolidation of the new Republic.

Lino de Clemente was appointed Captain and General Commander of the Artillery and Marine Corps on May 4, 1810. In 1811 he was elected as representative of the Province of Caracas for the Congress and was a signer of the Act of Independence and the first Constitution of the Republic.

In 1813, he was appointed Inspector General of the Artillery Corps and Navy. In 1819, he was appointed Major General of the National Navy In 1821, he was Commander-in-Chief of the Department of Zulia. On August 11, 1825, he was appointed General Commander of the Operations Squadron to be trained in the Third Department of the Navy. In March 1826, he was appointed Secretary of State in the Office of War and Navy which is equivalent to the present day Minister of The Defense. In May 2017 he was promoted to Brigadier General. In August of 1829, he became Prefect of Caracas and General Director of Revenue of the Department of Venezuela before retired from public service in 1830.

He died on June 17, 1834 and his remains rest in the National Pantheon since July 21, 1961.
