The Observation Fountain was built in 2004 with the National World War II Memorial. The Memorial was built around the existing Rainbow Pool built in 1919.
The Observation Fountain and the Freedom Wall Fountain use the same water that is contained in the Memorial's moat. The Rainbow Pool is self contained and does not share with the other two fountains.
