Going back to 1919 the local community saw the intrinsic value of Mount Gibraltar, and acquired land there under the encouragement of Joshua Stokes.

There is a plaque commemorating his work at a picnic area there, which states:

This park is dedicated
  to the memory of
   JOSHUA STOKES
    Alderman of
 Bowral Municipal
     Council
    1892-1920
 Mayor 1903-09-10

The plaque is on the right-hand side of a few steps up from a reconstructed picnic area of the 1930's) on top of Mount Gibraltar.
