Set in a concrete surround, the clock is a skeleton in black metal placed on a white background. Minute indicator, Roman numerals and hands are all black.
The clock is on a tower built as a memorial to Richard Trevithick (High pressure steam engine inventer) and John Urpeth Rastrick (Railway engineer),
