In August 2014 Hartford's Marketing, Events, & Cultural Affairs Office (MECA) and Livable Sustainable Neighborhoods Initiative, selected 16 artist to decorate utility boxes along Franklin Avenue. The box on Franklin Avenue and Brown Street has an Aztec theme. it was painted by the artist that calls himself Joe Sam with the help of Catherine Owens.
