The cornerstone shows this building was constructed in 1961, so this cross is definately from the 20th century. It (appears) to be made of ordinary timbers. The horizontal beams are cut and bolted to the verticle. It is probably eight feet tall.
There are two wooden benches just behind, with some shade.
The purpose of this cross is either decoration or comfort for someone who might be sitting on the benches.
