This one might need a little help, because even a peek during the day shows that the neon appears to be partly functional on the side of the sign that faces Ninth St. Identical on both sides, "YMCA" is in block letters, lit up by white neon, on a blue background (non neon). That is superimposed on a red triangle, in red neon.
Their website notes that the Wichita Falls YMCA began life in the heart of downtown just a few blocks away in 1944, building this facility in 1948 after growing significantly. There was tenant housing here for some time, but today, as the "main office," the building houses corporate offices along with a complete workout facility and indoor swimming pool. They offer a variety of activities for all ages.
