Quite often pubs with this name are in rural areas where packs of hunting hounds have been kept either recently or in the past.
In this case the the hare is smiling as it runs away from a gate into a field. The hounds meanwhile are stuck on the far side of the gate unable to get through the bars and have frustrated expressions on their faces.
The pub itself is in the centre of this small village, opposite the Medieval church of St. Cuthbert.
