Pte. Francis L. McGowan was born in 1898 and was killed in action in France on November 1, 1916 at the age of 18 years. He is also honored on the Canadian National Vimy Memorial in Pas-de-Calais, France.

Golden Municipal Cemetery was first opened to burials in 1894 when the Golden Pioneer Cemetery no longer had space for burials. The cemetery was originally a community effort and several church's cared for it but the cemetery today is under the ownership of the Town of Golden. The cemetery is in good condition and currently has 1,215 known interments.

The headstone for Pte. Frances L. McGowan is red granite that is rounded on the top. His father Franklin McGowan is also on the gravestone, born in 1866 and died in 1913.
