Once referred to as Air Raid Sirens, these alarms took on the name of Tornado Sirens at the end of the Cold War. In Moorhead the are called Outdoor Warning Sirens and they can be used to give warning of dangerous weather or any other emergency situations. Outdoor warning sirens are made to alert people who are outdoors, they are not intended to warn people who are indoors.
These sirens are owned by counties and cities. The National Weather Service gives warnings of severe weather, but they do not sound the sirens. It is recommended that when sirens are sounded people check TV or radio to learn what type of emergency situation the warning is about.

In the 1960s the federal government mandated sirens be sounded, as a test, on the first Wednesday of every month. The Minneapolis StarTribune reported that 1 pm was chosen as a test time for two reasons, first, a large number of people would be out of their homes on their daily business and second, a 1 pm test would not be confused with the noon whistle blowing that many small towns use to do.
