The memorial to C.Y.O'Connor stands at the entrance to Fremantle Harbour one of the major projects he designed as well as the Goldfields Water Pipeline, railways and others between 1891 and 1902.
The bronze statue is on pedestal of granite, 11m from ground. One hand holds the plan of the harbour works.At the base are four panels on front panel is an inscription giving details of his life and work, above which is a laurel wreath; The back panel shows a train emerging from Swan View tunnel; side panels show the goldfields water supply scheme and Mundaring Weir. Four bronze dolphins guard the four corners of the pedestal. It was designed by Pietro Porcelli in 1911.
