No text, the memorial is a garden and space, a stone rises on the western end as a thank you to the donors and benefactors of the site. An eternal flame is mentioned on the recognition stone, but no flame was there when I visited.

Description of Memorial:
City block long sidewalk and space containing Three flag poles with the US, State of Illinois and Jacksonville City flags. On the corner is a Blue Star Memorial plaque, and along the entire length next to the adjacent building is small evergreen trees. Two lamp posts with small gardens at their base divide the space equally.
